In paragraph 1 of Art. 41 APC RF establishes the right of a party to the case to familiarize themselves with the case materials, make extracts from them, and make copies.
The familiarization process is also reflected in the Federal Constitutional Law “On Arbitration Courts in the Russian Federation”, in the Instructions on office work in the Arbitration Courts of the Russian Federation.
The right to familiarization arises from the moment a ruling is made on the acceptance of a statement of claim for proceedings.
A feature of familiarization with the materials of bankruptcy cases is the right of a bankruptcy creditor, the validity of whose claims is only being considered, to familiarize himself only with those case materials that relate to the consideration of his claims. That is, the person who filed an application for inclusion in the RTC is not entitled to see all the case materials until the moment his demands are included.
The courts of the Moscow Arbitration District (ASGM, ASMO, 9 AAS, 10 AAS, Arbitration Court of the Moscow District) have unified familiarization procedures, which may differ in technical details.
The basis for familiarization with case materials is a statement of the person, which can be submitted in person or through the MyArbitr system.
Oddly enough, each court has its own procedures, even for familiarization. The beginning is the same everywhere - Submission via the “My Arbitrator” system, by mail or in person of a Petition for familiarization with the case materials.
In the Arbitration Court of the City of Moscow, after filing a petition, you can familiarize yourself with it on the 4th working day in the familiarization room on a first-come, first-served basis from Monday to Thursday from 14:30-17:00, on Friday – from 14:30-15:45.

ASGM is one of the busiest courts in Russia, the time spent in line can reach 2 hours.
The Arbitration Court of the Moscow Region is known for its lower workload, but greater pedantry in procedural details.
After the court receives a petition for familiarization, you must personally agree with the court assistants by phone. If the case is in court, it will be decided no earlier than 6 working days after the petition was filed. In practice, there are cases where representatives waited up to 15 working days. It is worth considering that familiarization will not be scheduled two working days before the court hearing and for at least 11 working cases after. It should be borne in mind that some courts conduct familiarization with cases not through the familiarization room, but in their office; for example, such a practice has developed in the 6th court.
Time allotted for familiarization in the ASMO:
The issuance of case materials for review ends 15 minutes before the lunch break and 1 hour before the end of the review time.
After filing a motion to review the case materials in the 9th Arbitration Appellate Court, it is necessary to call the assistant of the judge in whose proceedings the case is being handled to agree on the date and time of review. If there is no contact with the assistant, it is often necessary to maintain contact with the assistant of the chairman of the relevant panel of judges. After approval, the date and time of familiarization will be set during the working week in office 115. The following familiarization times are possible:

In the Arbitration Court of the Moscow District, after filing a motion for familiarization, it is necessary to make a preliminary appointment by visiting office No. 125, by phone 8 (495) 609-57-75 (ext. 72-64), by e-mail, or by sending a request on the court's website.Familiarization with case materials takes place in the familiarization room (building 2, office No. 125) daily on weekdays from 10.00 - 17.00 (on Fridays and pre-holidays until 16.00). It is worth noting that cases are not issued two working days before the court hearing.
