Amendments to the decree of the President of the Russian Federation, expanding the special procedure for fulfilling obligations to foreign creditors from unfriendly countries, came into force on June 1, 2026. This procedure now applies not only to loans, credits, and financial instruments, but also to bank deposits.
This means that obligations exceeding 10 million rubles (or their foreign currency equivalent) per calendar month must be fulfilled by opening a special ruble account, Type "C," in the name of a non-resident.
Funds transferred to such accounts are blocked, and their conversion back into foreign currency is possible only with the permission of the Russian authorities.
This innovation is aimed at further regulating financial flows involving counterparties from unfriendly countries and strengthening oversight of such transactions.
