The Russian President ratified two key international trade agreements, opening new opportunities for Russian business.
The first is the Agreement on Trade in Services and Investment between the Russian Federation and the United Arab Emirates (UAE), signed in Moscow on August 7, 2025.
The second is the Free Trade Agreement between the Eurasian Economic Union (EAEU) and the Republic of Indonesia, signed in St. Petersburg on December 21, 2025.
The agreement with the UAE significantly simplifies the entry of Russian service providers and investors into the Emirates market, allowing the establishment of 100% foreign-owned enterprises in sectors such as computer services, technical testing, consulting, air transportation, ship repair, rail transportation, management, educational, and legal services.
Russian investors are also permitted to open subsidiary banks, medical institutions, and news agencies in specialized free zones in the UAE.
The EAEU-Indonesia agreement establishes a preferential trade regime for approximately 90% of goods, facilitating deeper cooperation in manufacturing, agriculture, energy, information technology, and other sectors.
Conclusion:
These agreements create a new legal framework for doing business with the UAE and Indonesia, offering simplified procedures and preferential regimes. This opens up opportunities for Russian companies to expand their operations in these markets, but also requires a thorough understanding of the new rules to minimize risks and ensure compliance.
