If a website fails to provide login access through one of four legal methods (for example, through Gosuslugi or Russian postal services), the company faces a fine of up to 700,000 rubles.

Similar penalties are provided for the use of recommendation algorithms without notifying users or if such technologies infringe on citizens' rights. For repeated violations, fines increase to 1.4 million rubles.

The new regulations may come into force as early as 10 days after the official publication of the law.
