New rules will come into effect on September 1, 2026, significantly speeding up the process of transferring Russian securities between the depository accounts of a single investor opened with different depositories.

Now, to complete such a transaction, it will be sufficient to submit a single instruction to the debiting depository, instead of the previously required two counter-documents for debit and credit.

This change is intended to simplify and expedite the transfer of assets in the financial market.

According to the new requirements, depositories are given no more than 5 minutes for each action related to the transfer of securities, including the exchange of information and documents, as well as broker notification, until August 31, 2027.

From September 1, 2027, this period will be reduced to 2 minutes for each transaction.

According to the Central Bank of the Russian Federation, these changes will reduce the minimum accounting chain for transferring securities from several days to approximately 25 minutes.
